How some Charlotte neighborhoods are going green

Seven Charlotte neighborhoods, ranging from a high-rise uptown condos to a suburban subdivision, have been selected to receive $80,000 in grants as part of the city’s Neighborhood Energy Challenge Grant program. That program is one of 17 projects to be paid with a $6.5 million Energy Efficiency and Conservation Block Grant the City of Charlotte won from the U.S. Department of Energy. The idea is to approach energy conservation efforts at a neighborhood level.

The neighborhoods are: The Avenue condos (210 N. Church St. uptown), the “EcoDistrict” (Villa Heights, Belmont, Optimist Park neighborhoods), Merry Oaks in east Charlotte, the NoDa neighborhood just northeast of uptown, Plaza-Midwood just east of uptown, Wilmore south of uptown and Spring Park in northeast Charlotte.

Daria K. Milburn, community energy conservation coordinator in the city’s Neighborhood & Business Services department, says projects include bike rack installations, neighborhood light-bulb and shower-head swaps (where you turn in your old ones and get new ones that save electricity or water), promoting alternative transportation such as transit and bicycling. Spring Park is going to try to integrate solar power into street lighting. The Avenue will use different lighting in its parking garage to cut its electricity usage by about half. All their applications included education/awareness campaigns, she said.

Charlotte: The Venice of the Carolinas?

I’m blogging from a conference of the International Urban Fellows of Johns Hopkins University, in Athens (Greece, not Georgia). I’ll be updating this and sending more posts as time and internet access allow.

ATHENS – Laugh if you want. I’ve just had a conversation with an Italian professor from Venice that made me think Charlotte and Venice may have a lot in common.

Without the canals, the seaside locale and the splendid cathedrals.

Pier Luigi Sacco, who grew up in a town in central Italy but who now teaches at the University of Venice, started saying that Venice doesn’t respect its historic buildings or its tradition of arts and culture. My response was only slightly more coherent than, “Say what?”

We un-cultural Americans, of course, think of Italy as a land of high culture, where beauty and art are worshipped daily.
Not so in practical Venice, said Sacco. Venice values the arts only if they can be shown to improve economic development, he said. It’s a city with a centuries-old history of commerce, which has led to a very practical and mercenary outlook on such things.

Sound familiar? Charlotte is also the kind of place where artists have to justify the arts as an economic engine. (To be fair, that’s true of many other American cities.) Our Arts & Science Council does studies of that sort routinely. So do state arts agencies. I know New York City did a similar study not too long ago.

Sacco described how an important art historian in Venice had told a conference of other art historians that the importance of the arts was so that tourists would leave the city with empty pockets. (!) That’s putting it a bit nakedly, I guess, but if you listen to our local boosters you’ll hear a lot of similar thinking, more politely couched, about Charlotte arts groups.

Now, about those canals …

Charlotte, a Smart Growth mecca?

Charlotte, a Smart Growth mecca? Some of you are laughing, having witnessed or maybe even lived through our miles and miles of definitively suburban sprawl.

Others of you are probably listening for the black helicopters that will swoop in and snatch our freedom as the socialists central planners triumph.

I guess we’ll have a chance to see which vision triumphs, next Feb. 3-5, when the EPA’s 10th Annual New Partners for Smart Growth Conference arrives in Charlotte. To see more, visit the conference website.

Here’s your chance for some input. Lee Sobel of the EPA’s Office of Policy, Economics and Innovation, sent a notice of the conference’s call for session proposals – a way you can submit ideas for breakouts, workshops, trainings, tours, or networking activities. This being, after all, the federal government you may submit your ideas via the “CFSP Submittal Form.” It, and the “CFSP Instructions” are posted on the session proposals section of the conference website. Deadline to offer your ideas: June 30.

All are invited to offer ideas. Some of the sessions at the 2010 conference in Seattle dealt with passenger rail, safe [pedestrian] routes to schools, health and the built environment, Smart Growth and race relations, etc. My suggestions – and no I’m not submitting a CFSP Submittal Form”: Surviving and Thriving in the Down Economy; exploring the financial burden sprawl puts on local and state governments; Dealing with Legislators.

I note they’ll award a Lifetime Achievement Award to someone. Past winners have been former King County (Washington) Executive Ron Sims, now deputy secretary at HUD; ex-Maryland Gov. Parris Glendening; Dr. Richard Jackson, formerly director of the CDC’s National Center for Environmental Health and now a professor at University of Michigan; and Walkable Communities founder and pedestrian/bicycle advocate and occasional Charlotte visitor Dan Burden (who would absolutely wins the “epic mustache award” if they had one. Great guy.)

Less traffic downtown?

So I’ll just share this interesting info, which rolled into my e-mail inbox a few minutes ago. Weekday morning traffic in downtown Charlotte is down. It’s from the city’s Department of Transportation. In their words:

CDOT has released results of a traffic count study conducted in September 2009. The area examined was uptown Charlotte. Counts were collected during workdays from 7:00 to 9:00 a.m.

Analysis of the data indicates:

1. Counts of vehicles declined from 2006 to 2009 by over 6,000 cars (approximately 15%) to the volume last seen in 2005.
2. The average number of people in vehicles has remained fairly constant since 1997 at about 1.1.
3. While certainly the downturn in the economy has played a part in the change, the increased use of mass transit (CATS buses-local and Xpress and LYNX light rail) has contributed to less rush hour congestion as well.
4. Another contributing factor is the increase in uptown dwellers walking to work and school.
5. Many companies allow workers to telecommute.
6. Traffic counts were not conducted in 2007 and 2008 due to numerous large road construction projects in uptown.
